Anthony can be found ingame in HKO next to his wife Margaret in London, where the whole family White lives. He will give you some quests about pets and you will even get a pet from him for free. At the Dream Carnival he is collecting donations of different kinds and will order the Boa Constructors to craft Pinatas to reward the donators.
