You can find Sora ingame in HKO at Sanrio Harbour in front of her house on the left side of the beach surrounded by a nice little garden and powered by a couple of windmills. Sora has a helpful present for you. She is interested in plants and will ask you to help her collect some.
In 2008 Sora was already a quest-giving NPC in Sanrio Harbour, at the far left side of the map, on the beach.
